Key points from workshop ‘commissioning for outcomes’

  • The importance of commissioning in the transformation of services - the need for innovation and inventiveness, but also not to continue to do things the same old way
  • More meaningful and effective engagement within and across the sectors - sometimes just at the level of simple conversation around commissioning but also more strategically with agencies working collaboratively and progressively
  • Staffing - a bit issue with regard to training and the numbers of those available to provide more specialist services
  • Excellence - what does a good service look like and will there be some exemplars around to learn from
  • Contracting methods - block contracts may offer good value for statutory commissioners but they can only be defended if they are matched withthe biggest gain for individuals and communities
  • Providing providers with fundamental policy information that informs commissioning decisions and in which they want early involvement and an opportunity to influence future policy creation based on their on-the-ground experience.
  • Better public engagement via user focus groups on where services need to shift to meet expectations and where commissioners need to be actively listening and responding
